Can only wizards copy spells?
You actually need a class ability to do that. The rules for spellbooks are written for Wizards, and other classes that use those rules refer to Wizards. A spell in a scroll is a different form than a spell in a spellbook, so a non-wizard definitely cant copy from scroll to book and have any meaning.
